Jose Canseco appeared for a brief stint in the Texas Winter League, a developmental league where players pay to play and get evaluated for a month in front of pro baseball managers and coaching staff run by the United League:
Often the league produces talent to go to spring training, and occasionally these players make it to an independent team’s regular season roster. The developmental leagues which run during the winter and occasionally the spring, or even concurrent with the regular season, are not actual independent pro baseball leagues. They do not attempt to draw major audiences and their stats often are not recorded for fan use. They exist as revenue streams for the leagues or entities running them with the promise of talent getting instruction from (and exposure to) pro baseball coaching staff members. A domestic player may get evaluated and signed by international teams during these winter leagues as well.
